Of many places it has been said that adultery has been normalized. Of Japan, of France, of entire Western Europe and so on.
There are two reasons adultery is considered evil, and neither has anything to do with age-old books or hellfire:
STD and the potential for pregnancy.
These two factors remain relevant, even in places where Christianity has lost its grip on the human soul. One could argue that today, the prevention of STDs has become more important than the other reason. However, that is not relevant here. Our moral senses are related to feelings of disgust; neurobiology has discovered that the same brain region is involved in both disgust and moral judgment.
If you want to change this judgment, you would need to go all the way back to our evolutionary history, not just our cultural history.
